Hi there, hows the frame rail where it terminates under the driver's seat?

Forgive a suspension newbie here, but what are the 'Threaded tube bodies with collars, comes with gland nuts. asking $50'? I understand coil overs on front- stock and zx struts, but from the pics, it seems these tubes end before the spindle? So how would they be used? With some sort of bolt on spind...
