Do I use a adhesive to attach rubber on the doors both inner and outer?

I am trying to decide what to reinforce
the inner wheel wells
to prevent rust from water leaking
also
inside, at the bottom of the doors

my friend says I should consider something like henrys roof (tar) that doesn't dry
I was considering lizard skin

anybody recommend something ?

so it doesn't matter when the chrome is installed?

chrome trim is placed after rubber is cleaned and seated with the glass before installation on the actual car ?
