Rota vs. Panasport with respect to looks
Do Rota RBs (silver)look the same as Panasports ? If there is a noticeable difference, should I go with Panasports if I want to acheive a more vintage look ?

The Panasports are sharper, I have always liked them more.

My question would be which one is the best price/quality. When I had my WRX, lots of guys had Rota's but the build quality occasionally left something to be desired.

They are both good quality, the questionable quality of Rota has long since been dispelled. Panasports have more brand prestige perhaps.
If they were dimensionally the same, same weight, and same price, I would choose Panasport. Otherwise, get the one that fits the best and/or weighs less.
A matte finish may make them "look" older. I've even played around with a texture paint under a matte finish to give a more sandcast look. I'm still looking for the right finish for my old Ronals, looking for a semi or matte dark gold.
