Trapped air... Once the gland nut is snugged down hold upside down and extend the strut and compress it then rite side up extend and compress to expel any trapped air in the valves. Take the gland nut off and top up within 1/2" or so of the top.

Mike, thanks for that tidbit. I didn't know how you bled the air out when you posted earlier, so I probably would've just skipped that part.
