Technically speaking, if the vehicle you are talking about still has its valid Washington registration, then it cannot have been registered in Canada.
Getting detail-specific, vehicles imported to Canada from the US - and consequently registered in Canada - must be accompanied by a clear US title that was stamped "de-registered, exported" by US Customs Export Control BEFORE the vehicle left US soil, otherwise the Canadian Federal Registrar of Imported Vehicles (
http://www.riv.ca) will not accept the vehicle as having been imported in a valid manner and will refuse to register the vehicle in Canada until their proper process has been followed. There is even a 72 hour holding period between the filing of the bill of sale and the de-registration validation, and they are sticky about it.

Having dealt with both offices, I would call the US Customs VEO and inform them about what you are attempting to do, then ask them what documentation they want to see. They would be the ones to confirm whether or not the US title is still valid. After that, call RIV and ICBC to see if the vehicle has been registered in BC.
