I'm trying to figure out the purpose of the shims...
Definitely rip those out, the single shear bolt is bad enough without adding leverage to it.

Those are offset camber bolts. They were an aftermarket production piece. There's stuff in an old Five'n'Dime about them. Word was they always ended up moving/rotating.
