Trunk floor hole question

Hello all, borrowing a nice picture from cwd240Z.

does anything go through this hole (arrow) or is it just plugged? Looks like a plug has been installed in this picture. I have a used grommet that fits this, but it has two quite small holes in it. Maybe not OE. Getting ready to put the tank back in this car after removing the fuel cell, so have to do some recreation of the fuel hoses and line. This is just under the tank, so I want to address it before installation. I have managed to assemble all the filler neck parts.

That has a solid rubber plug. It's right below the drain plug in the tank. Pretty sure your going to make a mess draining the tank in place. But that's the way it designed.

Yup correct......access hole for tank drain plug!
