resetting twin carb to baseline

I wish to reset my carb to baseline alongside cleaning it and checking the float and needles etc. The tutorial states that I need to warm the engine to reset to baseline, but my car is running so rich and fouling the sparks that I can barely get it to stay on for more than 10 seconds let alone warm up. Is it okay to reset to baseline even if I can't get it warm at present? I bought the car non-running so don't know how the carb has been tuned or set up which is why I want to do it.

(Sorry if this is a dumb question, I am a newbie mechanic and I want to do as much myself or at least try)

While you are tuning various things to get yourself towards a less rich baseline, run hotter than normal spark plugs. It will help prevent fouling when you are still pig rich.
